Do you know who is on site right now?

The Swedish Tax Agency is completing unannounced visits to construction sites this autumn. When the authority arrives, it needs to be possible to answer a very concrete question: who are working here right now - and are they registered?
The control focuses on whether the persons working at the workplace are correctly registered in the electronic personnel register - i.e. the list of those working at the construction site. The initiative is part of the work to combat occupational crime.
– The focus will be on ensuring that everyone working on a construction site is correctly registered in the personnel register. The construction industry is particularly vulnerable when it comes to non-serious players. With these checks, we want to contribute to order and tidiness and strengthen the conditions for serious companies," says Alem Resulovic, Section Manager at the Swedish Tax Agency, in a press release.
During the visits, it is checked that the construction site is registered, that there is a personnel register, that all active persons are listed in it and that it is updated and available. Companies and developers who violate the rules risk an inspection fee and the Swedish Tax Agency shares the information with other authorities.
Also applies to industrial construction projects
This is not just a matter for pure construction companies. Construction activities inside an industrial site can also be covered by the rules - for example, renovation, extension and new construction, as well as certain repair and maintenance work.
For construction sites covered by the rules, the client must, among other things, report the construction site and provide equipment so that an electronic personnel register can be kept. Contractors in turn are responsible for ensuring that the persons working on their behalf are correctly registered.
For a site with many parallel jobs and a large proportion of agency staff, it quickly becomes complex to maintain manual order.
The overview is larger than the personnel register
The Swedish Tax Agency’s control concerns the personnel register. For the operator of a larger site, the question is often bigger: do you know in real time who is on site, which work area or project they belong to, which contractor they work for and if they meet your access requirements?
This overview is also important in the event of disruptions and accidents, when parallel work must be coordinated and when the right people need to be reached quickly.
– An easy way to test how well the routines work is to attempt to answer the question without preparation: who is currently working on the construction project? How fast can you get a correct subfloor? This usually gives a fairly clear image of how good control you actually have," says Ida Karlsson, Product Manager at SSG.
